Actually, it's one of those Magic Eye Stereograms, but unfortunately they keep flubbing it up by having Bush standing in front of it, flapping his arms. So you can see it more cleanly, I posted a non-Bush version of it here:

He looks more confused than angry. Also, he looks like he's trying to grab a magical, invisible barrel that only he can see, while tensing his shoulders because he's afraid that a family of angry lemurs might be in said barrel.

I've seen him do that grabbing a barrel that no one else can see gesture on many occasions, and don't know what else to call it. Any ideas?

Actually, he looks sort of constipated. Maybe he's trying to explain the size of his bowel movement, were it to be unrestricted by having so many other things crammed up there.
